One thing that is confusing about pkg_install is that we have development
for this in different places.

I believe NetBSD's src/usr.sbin/pkg_install is correct place to make
changes -- or at least make sure these stay in sync.

I am not sure if this is documented or what is preferred, but something
could be noted as a comment in pkgsrc/pkgtools/pkg_install/Makefile and
also in a readme for src/usr.sbin/pkg_install/
