this means that a security update of libmilter would not trigger an
auto rebuild of the packages which depend on it because it's no longer
a runtime dependency.

I understand what you're trying to achieve, but the result is that
something which was previously a feature is now broken. I don't know
what the right answer is, but I don't think making it a build time
dependency is 100% correct..
