Solaris has /usr/include/iconv.h, but it's not GNU iconv. Mark it
incompatible.

Fixes buildlink2 problems with converters/libiconv, which assumed that
iconv was in the base system (on Solaris) due to the existance of
/usr/include/iconv.h.
