Pullup v1.34, requested by agc, tested by hubertf:
Fix the "MAKEOBJDIRPREFIX being set causes problems" in a different way.

Explicitly add "USETOOLS=no" to the MAKE_ENV.

Overload the SETENV definition to unset MAKEOBJDIRPREFIX properly.
