because i'm not sure if it is okay for other platforms, to change the
order of AC_CHECK_LIB. there are weird "if" statement about the
use of PAM and such. i've already sent this report to openssh-
portable guys so it should be fixed in near-future releases.
if you are sure of it, go ahead.
