Upgrade to version 1.3.0, and fetch from new home on sourceforge.
Changes:
    - can edit block special files
    - can read/edit/write parts of files
    - +cmd now works on command line
    - :e# bug fixed and a buffer overflow fixed
    - bmore program added to package
