Makefile.PL looks for libpth when it really wants to look for libexpat.
Seems that's not set in %Config either, though (esp. when you don't
have pth installed 8-).

Fix path to expat by passing EXPATLIBPATH and EXPATINCPATH to the
Makefile.PL.
