This failure looks strange for me.

   checking for bison... /usr/bin/yacc
   checking for flex... /usr/bin/flex
   checking lex output file root... configure: error: cannot find output from 
/usr/bin/flex; giving up
   *** Error code 1

Could you please investigate what's happing there?
"lex" is in USE_TOOLS and AC_PROG_LEX in dictd's configure.in.
Do you have /usr/bin/flex installed?
Is TOOLS_PLATFORM.lex set in mk.conf? What's in config.log?
