The error log shows

  /usr/bin/install -d -o root -g root -m 755
  /tmp/obj_pkgsrc/converters/convmv/work/.destdir/usr/pkg/man/man1/
  /usr/bin/install: cannot change owner and/or group of
  `/tmp/obj_pkgsrc/converters/convmv/work/.destdir/usr/pkg/man': Operation
  not permitted

Somehow the variables ROOT_USER and ROOT_GROUP are not set correctly
in this unpriviledged bulk build.
