The message is correct. those packages do not work with the default teTeX2 distribution, because thei are already included in teTeX2,

If already included, maybe use a CONFLICTS? (Are the files installed to same place?)

or explicitly depends on teTeX1.

If depends on teTeX1, then depend on teTeX1.
