 devel/bcc works for me on Debian Sarge. Both sorts of man pages get
 installed to the correct place, even if I redefine PKGMANDIR.

   $ bmake -V MAKE_VERSION
   bmake-20051105 build-20061224
   $ fgrep catinstall /opt/pkg/share/mk/*
   /opt/pkg/share/mk/bsd.man.mk:.PHONY:            catinstall maninstall
   catpages manpages catlinks manlinks cleanman html installhtml cleanhtml
   /opt/pkg/share/mk/bsd.man.mk:catinstall: catlinks
   /opt/pkg/share/mk/bsd.own.mk:MANINSTALL?=       maninstall catinstall
 
 At least this bootstrap from 2006 does provide catinstall.
