No. Webbrick is a standard part of ruby 1.8. Any installation of ruby
1.8 that does not include webbrick is incomplete, in the same way that
any installation of ruby 1.6 that does not include, say, the File class,
 is incomplete.

In which case we are installing an incomplete ruby 1.8. Why would we
 want to do that?

No. I'm missing a package that installs the basic ruby 1.8 release.

If we're going to create a different package that installs the complete
ruby 1.8, we should rename the current ruby18 appropriately, say, as
 "ruby18-incomplete" or "ruby18-missing-standard-classes".
