 I think the point of the ruby18 package in pkgsrc is to install
 the basics and split up additional modules in separate packages.

 So in other words, you're missing a package that installs ruby
 and "all" its modules? Can you say what "all" the modules you
 expect are?
 
 Adding such a package to meta-pkgs shouldn't be a problem.
 Also, the lang/ruby package seems to install some additional
 modules already.
