Yes.

Yes, of course. You can already do that with emulators like GXemul
("pkgsrc/emulators/gxemul") or QEMU ("pkgsrc/emulators/qemu").

Besides that there's also support for Xen paravirtualization in NetBSD.

It depends how you want the emulation to work. If you don't want to
emulate any hardware it will be more work. If you want to emulate
some piece of hardware that can run NetBSD you already done.
