I do not know is it actually a bug.  It was discovered by my cat:)
My console is attached to PC keyboard.
Most of the time I do not touch it and work remotely.
Cat sleeps on console keyboard.  He printed some garbage and turned on scroll-lock.
As a result syslogd was blocked trying to ttyout and I lost several days' logs.
Also shutdown and reboot stops working.

Is this behaviour fine?  Maybe they should not block in case console is locked?
