Indeed.  We decided to include the small amount of html documentation
that is supplied in the base system only because there was _no_ other
documentation for those (externally maintained) programs available, at
all.  It is not reasonable to infer from the presence of that small
number of html files in the installed system either that html is an
encouraged (or even a supported) documentation format for NetBSD or
that because "we supply html documentation" we ought to bloat our
source tree with a web browser.
