In an earlier version of CVS, someone had trouble when having CVSROOT
set in their environment, and that being different from CVS/Root.  cvs
is probably fixed, but I adopted a rule that CVSROOT may never be set
in the environment, and used wrapper shell functions for checkout, and
don't ever set it for updates.
