Are you invoking irc as irc or icb?

Is IRCRC set in your environment?

What arguments are you passing?

Maybe build with debugging symbols and use gdb to break at the two
places that could call load_ircrc:

irc.c:1373 if (bflag)
notice.c:430 if (never_connected)
