I seem to recall running into this too... the named9 rc script is a
bit weird... since name="named", you set the flags with named_flags,
not named9_flags. However, rcvar="named9", so you set named9=YES

So, you want:

named9=YES
named_flags="-4 -c /etc/namedb/named.conf"
