On a hunch I did the installation again. This time with a single partition, and a single FFSv1 disklabel for / and the rest of the file system. I used installboot again, and rebooted. But I still get

NetBSD/i386 ffsv1 Primary Bootstrap
Boot failed (errno  2): Can't open /boot

(note that it is now ffsv1 because I used the default to install FFSv1).
