I don't use publicfile, but I have used other djb programs.
http://cr.yp.to/publicfile/install.html says "publicfile
uses ucspi-tcp to handle incoming HTTP and FTP connections."

Have a look at http://thedjbway.org/publicfile/httpd.html

(I assume you could use inetd also.)
