I wouldn't be too fast to blame this on IPv6; this happens all the time
on IPv4 as well, usually due to misconfigured firewalls. (Hosts on the
other site of the firewalls request ICMP messages to find out the MTU
of the connection, and the firewalls then block those ICMP messages.)
