I built a kernel and installed it in /, didn't reboot, cd /usr/src;
./build.sh to update userland, rebooted, and ipf stopped working.

Then I reduced the ruleset to a couple rules to test.

I then moved /onetbsd to /netbsd and everything started working
again.  Userland is still 1.6.1rc2.
