how to remove all permanent lines made with arp -f file?

seems like arp can only add new entries

when arp -f file is rerun i'm getting:
arp: writing to routing socket: File exists
arp: writing to routing socket: File exists
arp: writing to routing socket: File exists
arp: writing to routing socket: File exists
arp: writing to routing socket: File exists
arp: writing to routing socket: File exists
