The package may be linked against X11. Try building it from pkgsrc
instead.

"...This package requires the following package(s) to build:
gettext-lib-0.10.35nb1 gettext-m4-0.10.35 gettext-0.10.35nb2
libtool-base-1.4.20010614nb5 freetype-lib-1.3.1 gd-1.8.3 jpeg-6b
png-1.0.12 xpm-3.4k perl-5.6.1nb6 x11-links-0.5 ."

...try building it from PKGSRC. Edit the makefile and change:

USE_X11=NO

..or set CONFIGURE_ARGS to --without-x or whatever the MRTG autoconf has.
