boot to a shell (CD, floppy, netboot, tape)

disklabel (for each drive, don't forget bootblocks on boot device)
newfs (for each partition)
lather, rinse, and repeat for all disks

mount all partitions

extract the NetBSD sets with pax or tar

you can go ahead and configure rc.conf and fstab on the new /etc if you
like, or put it off until the next reboot.  (you'll get thrown into
single-user mode if you don't do this.)

once you've got one NetBSD machine set up, it's easy to infect^Winstall
others.
