AFAIK, locale names are not standardized neither by POSIX nor ISO. So
I think that it can't be said if "zh_TW.BIG5" is wrong or not.

I don't know where the (wrong) name ("zh_TW.BIG5") comes from. But at
least X uses "zh_TW.Big5" as you say.
