Upgrade. 8.9.x disallows relaying by default.

If you think it still is relaying, it may be due to the way you're testing
it. Sendmail doesn't actually reject the mail until the DATA command, as I
recall correctly, so if you're just using MAIL FROM: and RCPT TO: commands
and getting good responses, type DATA and you should see the mail rejected.
