Well..  Note the ident of a test rarpd (with new mkarp.c) and release:
rarpd: (test)
     $NetBSD: crt0.c,v 1.28 1997/10/20 13:49:45 mycroft Exp $
     $NetBSD: rarpd.c,v 1.21.2.2 1998/05/08 08:50:13 mycroft Exp $
     $NetBSD: mkarp.c,v 1.2 1998/01/17 11:38:36 christos Exp $

Note mkarp.c 1.2, which seems to work correctly, though I haven't had more
than a few hours for testing.

/usr/sbin/rarpd:

My release appears to be 1.3.2, yours doesn't?  I've forgotten already,
are you running 1.3.2?
