Only if it's setup incorrectly.

Things that you should look at:

ping -c 1 -n 127.0.0.1
traceroute -n 127.0.0.1
telnet 127.0.0.1 2
ifconfig lo0 inet
route -n get -inet 127.0.0.1
route -n get -inet 127.0.0.0/8

If these are as they should be and it still doesn't work, I'll be
really confused.  Also, you might try using 127.0.0.1 instead of
localhost on the upsmon (or whatever command it was) command line.
