The first codec has audio functions, this is the one you'd be using if
it worked.  The second one is something else;  maybe the modem.

In any case, the first codec might have some initialisation
specificities which makes it mute, and azalia(4) would need information
about it.

But please provide output of mixerctl -av to help with the issue.
