Is it a general problem or is this key just not working when
your using the X Window System?

I experienced the same problem on a normal PC keyboard when 
I chose the 104-key keyboard instead of the 105-key type
in xf86config. Using the 105-key keyboard solved my problem
and I had my < and > keys back.
