Well, he does have to get pkgsrc itself. That may have been lost in
the discussion.
I suggest that Dan read http://www.netbsd.org/Documentation/pkgsrc/.
It has all the details of how to get pkgsrc and get started. In
particular, read the section titled "Where to get pkgsrc and how to
keep it up-to-date>"
