Well, mkisofs is part of cdrtools, and I didn't have any problems
installing it from pkgsrc :)

I've build you a iso of netbsd-2_STABLE/i386 from the last snapshot.
It should be bootable and also contain the binary sets (so you should be
able to do a complete install using this CD). But I didn't test it.
