Err, sorry... Just checked via ftpio.c bit more carefuly, and it really
spawns ftp process. I've messed up parsing of ftp(1) output and FTP
protocol.

But command just hard coded as FTP_CMD and all ftp routines dependend
on NetBSD ftp(1) utility output. Thus in any case, it seems impossible
to use any other ftp client.
