Actually no. The last instance of culprit shooting I have certain
knowledge of took place in China in 1985 or 86. There was a
refridgerator factory that put out some defects. Fridges cost a year's
salary in China back then. The army came in, rounded up the whole
department, marched them out back and shot them.

And the government of China expressed no regret at all afterward,
execept for the single new worker, who as it turns out, had been a
recent hire and likely not laid a hand on the defective units.

This was in all the national papers. My boss pinned it up on the company
bulliten board as an example of thoroughgoing QC innitiative.
