I believe it is required for things to work proprely, though I don't really
know which bits require what.
Anyway, if you don't use it, its overhead will be negligible.

Of course you can set up a mfs /tmp, and indeed I usually do so. Just make
sure you keep the correct permissions :)
/tmp is usually cleaned up on system startup, so no loss there either.
The only real problem with a mfs /tmp is if it fills up (that's bad), or
starts swapping out (slowdowns).
