On both my Toshiba T3400 (a 486) and my Toshiba Tecra 8000 (somewhat newer) 
you can enter the bios by pressing ESC immedeatly after turning-on, it beeps 
an you can press F1 to enter the BIOS settings page.
Holding ESC or type ESC multiple times is nessesary sometimes.

In Linux you can choose to use a SVGA console by framebuffers.
(vga=0x317 kernel parameter for 1024x768 for example)
The toshiba will jump to full-screen view when you use it in SVGA modus.
