This probably means you need to install the text.tgz set.

Download text.tgz for your release from your favorite NetBSD mirror and
extract it to /. Then you should have the needed
/usr/share/tmac/tmac.andoc file.

Or instead of building directly in that ftpd directory, you could do
the entire build and install which should get that missing file installed.
