Have a look at pkgsrc/mk/bsd.pkg.defaults.mk. Be sure to look at
"Definitions used only in the packages collection".

Not all packages (or Makefiles) have variables for building/installing
differently, but many do.

I don't know of any option (yet) for not installing manpages though.
