Fetch the packages you want from
ftp://ftp.netbsd.org/pub/NetBSD/packages/1.6.2/i386/All

and build your own iso like for example,

cd fetched_pkgs
mkisofs -J -r -o ../my_pkgs.iso .

then burn it
cdrecord -v -eject (blank=fast) speed=XX dev=X,X,X fs=Xm ../my_pkgs.iso
