Hello Asterius:

 I followed the sections 11.2.3.3. "Creating the directories for pppd" and following here:
http://www.netbsd.org/guide/en/chap-net.html#id2993154

And NetBSD 1.6.2 Release dialed out just fine using an external USB modem. It did not require any additional packages. I used /dev/ttyU0  IIRC (I am in FreeBSD right now).
