Can you try the Windows port of ntp-4.2.0? There should be links to 
binaries on www.ntp.org. Reportedly, Microsoft's included NTP-like 
client doesn't stick to the documented NTP protocol, and so doesn't 
work well with proper NTP servers and clients.
