I highly doubt a FreeBSD package built for one architecture would
would be able to run on another architecture even under FreeBSD, let
alone on NetBSD.  It may be possible, however, to run a FreeBSD/i386
package on NetBSD/i386 as an example of keeping architecture the
same.

I cannot answer the second part.
