Under XFree86, with the Dvorak keymap, I get "-" when I press the
"-" key whether I press shift or not while the caps lock is on.  Under
Linux, it works.  I tried explicitly fixing this with
xmodmap -e "keycode 48 minus underscore underscore minus"
and it still does the same thing.  I tried a different modification just
to make sure that the keymap is actually being changed, and it is.  Anyone
know what's going on?  Incidentally, I've had the same problem under
FreeBSD.

I'm using NetBSD 1.6.2 and XFree86 4.3.0
