Can NetBSD be configured to boot off an MSDOS-formatted partition?

I see a config option in the kernel configuration file to say what type of 
disk the root is on.  I also see old postings from 1996 about some of the 
potential problems with nodes and permisions.

However, if it cannot be done, then how can a Windows boot off another 
partition of the same physical disk and see NetBSD's root files?  Is there 
an ffs driver for Windows?
