I don't believe it can. 

I have meant to raise this issue for ages, but I always put it off.
The problem still exists on NetBSD -current.

Speaking for myself, I think the best solution would be to take FreeBSD's
approach and do the screenblanking in-kernel. What does everyone else
think about this?
