Hi,

A computer that has NetBSD 1.6 installed has a root which is normally
mounted read-only. Occasionally, I mount it r/w to change config files.
Somtimes I forget to remount it read-only before running shutdown and
/etc/nologin is created and is not removed on the next reboot (because
the file system is mounted read-only by default). When this happens, no
user can log into the machine, including root. 

Is this supposed to be happening? I was under the impression that
/etc/nologin explicitly did not apply to the superuser, but it seems it
does.
