This must be qualified by the addition of AS LONG AS THE SHELL WILL 
ALWAYS BE AVAILABLE.

For instance, if /usr/pkg is a separate partition, using a packaged 
shell as root's shell can cause issues when starting in single-user 
mode where /usr/pkg isn't mounted. This is why there's packages like 
standalone-tcsh which installs directly into /bin/.

Of course so far the discussion has been regarding NetBSD-shipped 
shells, which makes it moot, but I believe it must still be stated :).
