Quite the opposite.  PDF is a published format available on most operating
systems, written by Microsoft's font technology rival.  It addresses a
problem no open technology did until SVG.  And M$ is cooking up a PDF
replacement format of their own.  

PDF has its ills, its uses and abuses.  But it's not part of The
Conspiracy.  ;-)
